Governor Proposes Seed Money for Billion-Dollar Research Fund

Governor Brad Henry is proposing an initiative that will deliver tax savings to Oklahomans and make a big deposit to a state research endowment. Henry says as much as $200 million in surplus state income this year would be divided between taxpayer refunds and a deposit into the one-billion dollar EDGE research endowment, a fund proposed by an economic development team appointed by the governor in 2003. State leaders say the endowment would help make Oklahoma the “Research Capital of the Plains” and generate jobs and economic growth. The excess revenue cannot be deposited into the Rainy Day fund this coming year because the reserve account will reach its constitutional capacity. The governor’s “Oklahoma Growth and Taxpayer Fairness Act,” announced Tuesday, will be submitted to the 2005 Legislature for approval.
